Data Analytics Specialist - Universal Services Programs


The Data Analytics Specialist is responsible for collecting, analyzing, and reporting data related to PGW’s universal services programs. This position will manage all of the Universal Services department’s data, including, but not limited to: designing reports, building databases, analyzing outcomes, and developing/maintaining standardized reporting tools (scorecard, metrics, dashboard, etc.). The incumbent will also handle highly confidential assignments and information, and will conduct qualitative and quantitative data analysis pertaining to PGW’s low income population.


  • Provides data analytics including segmentation and statistical models.
  • Applies analytics and research skills to proactively identify patterns and opportunities.
  • Compiles, analyzes, and monitors, tracks and reports information through reports of findings, illustrating data graphically and translating complex findings into written text.
  • Designs, implements and spearheads outreach campaigns through use of various communication channels and harnesses data to evaluate the overall effectiveness of efforts.
  • Prepares, reviews, analyzes, and maintains records, metrics, reports and directives related to programs managed by the Universal Services department.
  • Performs financial analysis, including projections and model creation.
  • Provides timely and accurate financial reports on grants such as LIHEAP, CRISIS and UESF.
  • Investigates and performs root cause analysis of complex nature.
  • Creates reports and data driven presentations with impact - identifies trends and occurrences in data and translate findings into various mediums including text, charts, graphs, displays and tables. Develops ad-hoc reports, charts and studies as required or requested.
  • Evaluates Universal Service program data results for features of potential fraud or misuse of ratepayer funds.
  • Coordinates collection of data and prepares appropriate presentation of information for use in triennial Universal Service and Energy Conservation Plans filed with the Pennsylvania Public Utility Commission (PUC).
  • Assists in the research and development of potential modifications to PGW’s Universal Service Programs.
  • Files PUC reports as required.
  • Performs other special projects and assignments as directed


  • Bachelor’s Degree in Business, Business Intelligence, Finance, Economics, Statistics or other quantitative analytical field of study. Fraud identification training preferred. 
  • 1 - 3 years experience in statistical analysis and data modeling preferred
  • Must have advanced proficiency in MS Office with expert level knowledge of MS Excel, including the ability to write advanced formulas and use pivot tables to perform calculations.
  • Proficient knowledge of data analysis/visualization tools such as Tableau a plus.
  • Must have a high degree of accuracy and attention to detail.
  • Must have ability to utilize abstract reasoning techniques in order to build reporting logic and establish creative solutions.
  • Must possess excellent verbal, written and presentation skills.
  • Must have time management skills with the ability to handle multiple projects simultaneously.
  • Must have prior experience working with significant data sets, and be comfortable manipulating such data to identify trends and be able to extract useful information.
  • Must have proven ability in translating and integrating data/research from different data sources to provide clarity and direction, as well as develop reports.
  • Must have the ability to work independently and effectively without a great deal of direction.
  • Must have the ability to present ideas in a well-organized and logical manner.
  • Must be a results oriented individual.

Residency Requirement:  All employees of the Philadelphia Gas Works (PGW) must live in the City of Philadelphia for the duration of their employment. If a candidate does not live in the City of Philadelphia at the time of hire, he/she must move into the city within twelve (12) months of his/her hire date.
