    Philadelphia County Residency Requirement within 12 months of hire



    • Maintain and improve engineering processes by planning, performing and completing engineering project design work within a specialized discipline such as mechanical, electrical, civil, and structural engineering.  Staff Engineers are capable of performing all of the functions of its lower level peer group, performs higher level and more complex engineering project designs with work order authorizations starting in the $250,000 range.
    • Develop engineering design concepts, prepare estimates, develop and maintain scheduling, specify equipment and materials, methods of implementation and prepare specifications for projects related to operational needs; oversee the preparation of design drawings by the Drafting Section.
    • Develop designs for the installation and distribution of natural gas to customers; meet with engineers to review design problems, and ascertain the safest and most cost efficient and time efficient manner to implement design plans.
    • Liaison with material suppliers, consulting engineers, architects and PGW departments to ensure customer service; consult with vendors and contractors to gain awareness, research and introduces new materials and equipment for potential uses.
    • Resolve engineering issues related to existing company owned and leased properties, Gas Control, Gas Processing and Distribution facilities; resolves technical issues through research, studies or tests; ensure compliance with Federal, State and local codes for the installation of gas mains, LNG facilities and other company facilities; ascertains problem origins and progressions and recommends solutions; estimates cost, time frames and methods for resolution. 
    • Interact with the Construction Section to ensure compliance with contract requirements including scheduling budgetary constraints, equipment and material selection, adherence to drawings and applicable regulations, etc.; oversees construction activities of contractors and PGW personnel as workload dictates.
    • Ensure accuracy of Network Analysis models for various projects including models for load analysis.
    • Review the Estimating Section’s estimates to ensure accuracy for distribution system work; ensures estimates provide the most efficient and least cost installation for new business customers.
    • Represent PGW during internal and external design meetings to coordinate utility work in conjunction with major public improvements, such as interstate highway systems or federally financed transit projects. 
    • Prepare accurate reports to be submitted to Federal and State Regulatory agencies as well as local governing bodies.
    • Monitor project expenditures and project status to facilitate construction activities relative to budget constraints and project schedules; recommend procedures for adherence to cost estimates and budgets for capital engineering projects developed from research, bids, prior projects and contracts and budgets.
    • Review utility rate structures, monitors associated costs and recommends procedures to minimize utility costs.
    • Prepare calculations required to select materials, equipment, size structure, facilities and systems.  Prepares and provides supporting information including price lists, quotes, and prior contracts for estimates and project design cost for work order authorizations.
    • Keep abreast of and ensure adherence to engineering standards and compliance with applicable laws, regulations, codes and industry standards; ensure required permits and inspections are obtained and provided when necessary.
    • Perform other special projects and assignments as directed.


    • BS Degree in Civil / Mechanical Engineering required – FE / EIT Certification preferred.
    • 2 - 4 of experience in construction project management, planning & design, urban construction or the utility industry.
    • Knowledge of city, state and federal regulations/codes and industry standards as they relate to the natural gas industry.
    • Must have knowledge of general office practices as they relate to budgeting, project planning and training. 
    • Strong relationship skills; building effective partnerships with internal customers and external clients.
    • Strong customer service focus and a demonstrated sense of urgency resolving emerging business issues. Ability to persuade and negotiate effective business solutions.
    • Strong project management skills with the ability to effectively adapt to rapidly changing technology, work under pressure while handling multiple assignments to meet business needs.  Six Sigma a plus.
    • Possess problem-solving skills with the ability to resolve diverse and complex business problems, identify and resolve related business requirements and risks to technology implementation for security related issues.
    • Advanced technology skills with proficiency in the use of Microsoft Office Suite (Excel, Word, PowerPoint).
    • Must be flexible to working emergency on-call, weekend and evening hours.
    • Travel – minimal, limited to City of Philadelphia
    • Must have a valid Pennsylvania Drivers license and clean driving record.


    Residency Requirement:  All employees of the Philadelphia Gas Works (PGW) must live in the City of Philadelphia for the duration of their employment. If a candidate does not live in the City of Philadelphia at the time of hire, he/she must move into the city within twelve (12) months of his/her hire date.
