    GIS / Web Developer - Business Applications Specialist I, II, or Senior

    Residency Requirement:  All employees of the Philadelphia Gas Works (PGW) must live in the City of Philadelphia for the duration of their employment. If a candidate does not live in the City of Philadelphia at the time of hire, he/she must move into the city within twelve (12) months of his/her hire date.

     

     

    Business Applications Specialist I

    The Business Applications Specialist I (BAS) is responsible for Development, enhancement, testing, supporting, and debugging software applications and interfaces that supports critical business units and its functions.  Support the development of technical solution documentation and training.  The BAS I will be working alone or with other team members on new initiatives and/or provide support for existing applications that are developed using Esri/ArcGIS technologies, .Net technologies and other scripting languages such as Python, HTML5, Angular, CSS, JavaScript, Bootstrap and .Net Web APIs and relational database programming such as MS SQL server or Oracle (Preferred) PL/SQL and SQL skills.

     

     

    Business Applications Specialist II

    The Business Applications Specialist II (BAS II) is responsible for Development, enhancement, testing, supporting, and debugging software applications and interfaces that supports critical business units and its functions.  The BAS II will prepare program specifications and diagrams, develop flowcharts and will be recognized as the primary customer contact for at least one application developed using Esri/ArcGIS technologies, .Net framework technologies and other scripting languages such as Python, HTML5, Angular, CSS, JavaScript, Bootstrap and .Net Web APIs and relational database programming such as MS SQL server or Oracle (Preferred) PL/SQL and SQL skills. 

     

     

    Senior Business Applications Specialist

    The Senior Business Applications Specialist (Sr. BAS) is also responsible for performing analysis and defining functionality for improvements into existing systems as well as new initiatives along with routing software development tasks.  The Sr. BAS will be asked to lead development and support efforts for multiple business applications, will prepare program specifications and diagrams, develop flowcharts and will also act as guide to other team members as needed in areas including but not limited to Esri/ArcGIS technologies, .Net framework technologies and other scripting languages such as Python, HTML5, CSS, Angular, JavaScript, Bootstrap and .Net Web APIs and relational database programming such as MS SQL server or Oracle (Preferred) PL/SQL and SQL skills.

    Responsibilities

     

    §  Manage GIS development and technology strategies to support efforts for the client

    §  Train end users on GIS technologies related to web map application use.

    §  Focused application development using the Esri, Javascript and Web Application Builder framework

    §  Developing, prototyping and building web applications utilizing REST, SOAP, or other data methodologies

    §  Works as a GIS/.Net developer, and maintain responsibility for supporting need of various business groups and driving enduring results back to clients.

    §  Integrating mobile work management and other related applications with Esri portal

    §  Develops, enhances, tests, supports, maintains and debugs software applications and interfaces that support business units.  Support the development of technical solution documentation and training.

    §  Ability to leverage expertise in time management to complete assignments independently and effectively.

    §  Create or improve reporting capability for end users.

    §  Perform the above duties while maintaining application security, SDLC, and change management best practices.

    §  Utilizes in-depth knowledge of technological alternatives and business system requirements to recommend innovations that enhance and/or provide a competitive advantage to the organization.

    §  Coordinate with other team members to deliver software on time and within budget.

    §  Provides feedback and technical guidance to project managers on issues of critical importance to achieving business objectives.

    Qualifications

     

    • Bachelor’s Degree in Computer Science, Information Systems or other GIS web programming related field of study.
    • 2 to 5+ years relevant work experience developing and designing highly customized applications using ESRI and ArcGIS platform along with Microsoft .Net technologies and strong knowledge of business process re-engineering.
    • Working knowledge of the Esri Javascript API and development capabilities
    • Proficiency using ESRI ArcGIS and extensions for Geospatial Exploitation, automation
    • Experience using various scripting techniques with Python is preferred
    • Experience working with one or more object oriented programming languages. (.NET is Preferred).
    • Working knowledge of web/mobile applications and web concepts, experience with Service oriented architecture, Test Driven Development, and Project/Time management skills with the ability to handle multiple projects.
    • Microsoft .Net MVC or ASP.NET, JavaScript and Client-side development, preferably experienced with AngularJS 4 or Angular 2 with Typescript.
    • Knowledge of RDBMS concepts with some hands on experience is ideal.
    • Must be proficient in building usable and immersive/responsive user interface using Angular, HTML5, CSS, JavaScript Bootstrap and .Net Web APIs.
    • Good knowledge of common troubleshooting techniques along with Esri/ArcGIS server related configurations
    • Regularly provide guidance, training and coaching to other team members
    • Willing to partner and collaborate with peers to solve complex challenges
    • Working knowledge with source control management and defect tracking systems, such as Microsoft Team Foundation Server and Quality center is plus.
