    Supervisor Instrumentation & Maintenance – Gas Control



    Instrumentation & Maintenance Management


    • Develop maintenance programs that are in compliance with the requirements of all applicable codes and regulations ensuring both the availability and the reliability of all gas control and plant equipment, natural gas facilities equipment, gate station equipment and metering and regulating station equipment.


    • Coordinate the job planning process by reviewing job request with requestors and maintenance personnel to determine the full scope of the job, desired completion schedule as well as availability of materials, tools, equipment, manpower, etc.


    • Maintain a complete and comprehensive historical data base of all computer system software program packages installed, updated, or modified; generates daily, weekly, monthly, and yearly maintenance reports for all gas control and associated pipeline systems; analyzes problem reports for all equipment to identify recurring system operation issues.


    • Coordinate quality control efforts by developing policies, practices and procedures for such activities as but not limited to:


    • Reviewing, revising and initiating spare part inventory (materials and tools) as required.
    • Generating inspections and checks to meet the requirements set forth by state, federal and local regulatory authorities
    • Implementing changes/improvements to existing hardware, firmware, software programs, procedures, systems, and facilities
    • Performing regular and ad hoc job site visits to ensure that all work is being performed in a safe and expeditious manner


    • Work with project engineers and contractors in planning, layouts, and estimates necessary for the installation of new computers, instrumentation, valves, and mechanical equipment located in the Gas Control Center and the natural gas facilities along with the natural gas gate stations.


    • Coordinate activities associated with maintenance and capital programs including but not limited to oversight of all shop supervisors responsible for ensuring equipment and systems being put on line are safe and ready for operation and assisting in the completion of maintenance and repair activities at the plant natural gas facility locations and at any of the peripheral metering and regulating stations.


    Personnel Management


    §  Ensure that labor agreement provisions regarding personnel procedures are followed to avoid unfair distribution of personal days, reprimands, etc., which could result in a complaint/grievance; fulfills the second step of the grievance procedure in Engineering and Building Services labor relations matters; participates in the selection process of new job applicants for positions within the maintenance section; evaluates and recommends on the technical progression of personnel assigned to him/her. 


    §  Supervise subordinate quality of work and work activities by determining priorities of activities, making work assignments, monitors projects, and providing direction and assistance as required; provides maintenance and repair schedules for all mechanical and custodial functioning needs; evaluates and meets with subordinates to discuss work performance providing appropriate commendations and disciplinary actions to ensure employees are well equipped to meet and/or exceed job expectations.


    §  Work with training team to develop programs for ensuring necessary on-going instruction to all shop personnel in the safe and proper utilization of all shop tools, first aid and firefighting practices, safe and proper work habits and use of complex computer systems and applications programs.


    Finance & Accounting


    §  Provide assistance in the development of operating and capital budgets by providing cost estimates for activities and by providing optimum utilization of manpower and equipment minimizing critical equipment downtime and maintenance expenditures.


    Other Related Functions


       Keep abreast of all changes in the industry in order to better perform daily duties.

    ▪    Perform other special projects and assignments as directed.



    §  Must have a valid Pennsylvania Driver’s License with a good driving record.

    §  3 to 5 years facility plant maintenance work related experience preferably working in a utility service or public agency.

    §  Must be experienced in industrial instrumentation and electronics with a thorough knowledge of all methods of computer/instrumentation software and firmware applications such as: PC networking, DOS, Dbase, OS2, NT, SCADANET, ACCOL I, and II etc. 

    §  Union management experience preferred.

    §  Must be thoroughly familiar with all process piping equipment, vessels and contract systems associated with plant, gas control, and plant emergency procedures, operation of emergency equipment and gate station operations.

    §  Must have leadership ability with a willingness to lead, take charge, and offer opinions in order to provide guidance to lower level peer group and assist more senior managers/directors in identifying the best people for special assignments and advancement.

    §  Must have verbal and written communications skills ability to build long-term constructive and cooperative working relationships with co-workers, vendors, management and outside agencies.

    §  Must have administrative and organizational skills with the ability to handle multiple projects.

    §  Proficiency in Microsoft Office Suite - specifically Word and Excel;

    §  Familiarity with accounting software preferably 1-year working with Oracle Financials.

    §  Must have math and analytical skills with the ability to create professional reports.

    §  Must be flexible to working in emergency situations and occasional on-call, weekend and holiday schedules in this 24-hour, 7 days/week operation.

    §  Associate’s Degree in related field of study, certification in building trade services or journeyman designation in any discipline of the building trades (i.e. plumbing, electricity, mason, carpentry, etc.).


    Residency RequirementAll employees of the Philadelphia Gas Works (PGW) must live in the City of Philadelphia for the duration of their employment. If a candidate does not live in the City of Philadelphia at the time of hire, he/she must move into the city within twelve (12) months of his/her hire date.
