Oracle Financial Administration Manager


The Oracle Financial Administration Manager is responsible for the functional maintenance and support of the Oracle Financial System.  The incumbent develops closing schedules within the modules and ensures end-users adhere to processes and procedures of the system.  This expert level individual contributor is a critical member of project teams and is the technical spokesperson for this area.  Others will consult with the incumbent prior to implementing any new systems that will need to be integrated into the current Financial System.

  • Responsible for the functional maintenance and support of the Oracle Financial System.
  • Act as the primary contact for Oracle and Noetix end-users on program functionality, processes, and as a secondary contact for procurement procedures; troubleshoots, analyzes and develops solutions to user issues; assists in the development of and facilitates customized one-on-one and in-house classroom training courses.
  • Maintain, develop, and enhance Oracle Application programs, processes, and interfaces.
  • Work with Information Services to perform application testing
  • Develop and establishes daily work flows including the identification of reports, balancing procedures, documentation of all activities, monitoring concurrent requests, workflows and all data flows, and exploring standard reports to incorporate best business practices. Understand dependencies between Oracle modules and feeder systems.
  • Assist in the development of guidelines and procedures to document month-end closing processes of all the Oracle modules as well as with account, financial analysis and year end audit reports; ensures all user departments utilize established procedures and processes in the daily activities and monthly reporting.  Provide subject matter expertise for Oracle Modules.  Understand, in detail, the current configuration and related business processes.
  • Review PGW business practices to ensure most effective applications are utilized within the Oracle modules; investigates and evaluates new Oracle product releases and assists in developing recommendations on the upgrade of software; maintains all documentation associated with the selection, implementation and upgrade of the Oracle Financials.  Serves as business project manager for all Oracle Financial implementations or upgrades.
  • Ensure that the user community needs are reflected in the organizational structure, equipment modifications, application usage evolving over time and any future Oracle module installation.


  • Manage System Application profile and security options including but not limited to:
  • Defining, configuring, administering and assigning Oracle Application Responsibilities including the matching of user job description and application’s functionality
  • Administrator for Noetix Web Query which includes the development and sharing of Noetix queries to include subscriptions, upgrades and testing of the application.
  • Monitoring, troubleshooting, and testing the Vehicle Data Input and the Journal Entry Labor Online systems.
  • Serve as the liaison for the Time, Labor and Management system (TLM) and Oracle Financials.


  • Perform other special projects and assignments as requested.


  • Bachelor’s Degree in Business Management, Business Administration, Computer and Information Science or other related field of study
  • 5+ years’ experience working with Oracle System Administration including report sets, concurrent managers, scheduling jobs, flexfields, profile options, personalizations, Oracle Workflow, table structures and data flow within the modules.
  • 3+ years of enterprise report writing experience utilizing one or more report writing applications including Noetix and Spreadsheet Server.
  • Advanced proficiency in the use of Microsoft Office Suite ( MS Excel, Word & PowerPoint).
  • Must have both verbal and written communication skills with the ability to interpret complex technical information to all levels of staff from line to executives as well as produce accurate and meaningful informational reports.
  • Must have leadership ability with a willingness to lead, take charge, and offer opinions in order to provide instruction to all levels of end-users.
  • Must have organizational skills with the ability to multi-task, prioritize issues, and ensure data integrity on a non-routine basis.
  • Knowledge of the skills associated with the concepts of database testing processes, design and delivery including sufficient knowledge of PGW database environments to be able to effectively diagnose and resolve problems.
  • Knowledge and understanding of customer satisfaction basics with the ability to apply concepts in the process of servicing the customer.
  • Must have an understanding of business processes, policies, procedures.


Residency RequirementAll employees of the Philadelphia Gas Works (PGW) must live in the City of Philadelphia for the duration of their employment. If a candidate does not live in the City of Philadelphia at the time of hire, he/she must move into the city within twelve (12) months of his/her hire date.
