Senior Regulatory Compliance Analyst – PUC / Technical Compliance / Audit

This position is eligible for a hybrid work schedule with 3 days on site in Philadelphia after initial training which will require 5 days on site. A compressed work week is also available after the first six months.

Must be flexible to work between sites and out-of-hours for various projects and emergency responses to PGW jobsites at non-PGW locations. Analyst is responsible for a 24/7 telephone on call schedule approxfor up to 26 weeks per year to relay relevant information to the PUC

The Regulatory Analyst is responsible for managing, tracking and analyzing the actions/activities of PGW personnel in their formal interactions with regulators, such as the Pennsylvania Public Utility Commission (PUC), regarding regulatory compliance matters. The incumbent is responsible for analyzing PGW regulatory compliance in communications and actions from regulators and ensuring operating practices are in accordance with local, Commonwealth and federal regulations and requirements. This level specialist is capable of working independently on routine and non-routine assignments with little or no assistance. The incumbent conducts detailed analysis of audit and inspection findings in order to make recommendations for improving operating and maintenance best practices and procedures.

Responsibilities

 

  • Established protocols and procedures resulting from compliance regulations, as well as departmental procedures for regulatory compliance, notifications, reporting and scheduling of interactions and activities involving PGW personnel and administrative agencies including but not limited to:
    • Developing and recommending guidelines and changes for compliance within all operating department procedures
    • Establishing conformance with written Commonwealth and federal regulation requirements
    • Analyzing impact of proposed, changed and current regulations, mandates and/or court orders on operating procedures
    • Reviewing corrective measures implemented as a result of non-compliance issues resulting from Commonwealth/federal mandates, amendments, and/or court orders.
  • Analyze pending changes to local, Commonwealth and federal regulations; determines potential impact to business operations; makes written recommendations for policy and practice changes based on likelihood of proposed legislation to be enacted, and on enacted regulation. This includes but is not limited to proposed revisions to regulations and requirements of the PUC and Office of Pipeline Safety regulations, and the Natural Gas Pipeline Safety Act. This work requires working closely with subject matter experts within the operating departments in order to timely establish compliance.
  • Assess regulatory impact on training programs, record keeping, and other relevant business practices; recommends relevant changes to improve PGW’s operating and maintenance initiatives including but not limited to business processes, computer systems and training issues that must be revised in order to provide cost effectiveness, compliance and efficient operations.
  • Liaison regularly with internal departments to evaluate compliance requirements and to coordinate communication efforts regarding regulatory and compliance matters including but not limited to:
    • Training personnel in documenting and reporting interaction with PUC personnel
    • Aiding in the productivity of the Operations Compliance and Technical Services Department
    • Scheduling and confirming site visits and inspections, and attending visits and inspections
  • Monitor and maintain database for tracking all PUC departmental interactions and inspections, all PUC departmental and other issued violations, company written responses to violations, and orders, and updating of company-wide library of regulatory references.
  • Assist with on-going audits to help operating departmental personnel in determining and implementing cost-effective corrective actions as a result of amendments to existing regulations, mandates and/or court orders.
  • Interprets, analyzes and reports all findings and conclusions resulting from audits and investigations; assists departments in the implementation of approved recommendations for procedural changes.
  • Develop and administer reports that analyze trends, monitor goals, and set standards with regards to regulatory compliance; as well as manage projects with the same regards as required.
  • Manage and maintain PUC interaction and violation record keeping systems, which includes developing, implementing and maintaining database and software systems utilized for regulatory information, data tracking/querying, and statistical reporting.
  • Monitors and maintains compliance with current regulatory required filings & submissions through internal tracking processes which includes developing process requirements for regulatory filings and submissions and confirming timely filings.
  • Review all federal, Commonwealth, and local regulation developments to determine potential impacts on PGW. Create written recommendations. Includes review of potential impacts and recommendations with operational departments and subject matter experts with a goal of establishing final written recommendations.
  • Generate various technical and status reports on a daily, monthly and annual basis, including training program summaries as required to ensure regulatory compliance and corporate training objectives.
  • The Senior Regulatory Analyst will coach, develop, and mentor lower level and newly hired peers assisting them in developing essential skills necessary to be successful with PGW by providing first level guidance on regulations, compliance, policies, procedures and practices of the
    department and organization and training in the responsibilities associated with analyzing operational procedures and providing
    compliance input and guidance to operational departments.
  • Perform other special projects and assignments as requested.

Qualifications

 

  • Bachelor's degree in Business, Law, Engineering or other related field of study required. Advance degree a plus.
  • 3 - 5 years of related work experience within the utility industry, particularly with an emphasis on business operations, regulatory compliance, or procedural analysis.
  • Must have a broad knowledge of company operations, such as gas supply, or operations to permit immediate authoritative response in situations removed from ready reference.
  • Must have leadership skills with the ability and a willingness to lead, take charge, and offer opinions in order to provide guidance to peer group and assist senior management in identifying compliance requirements, scope and related organizational changes.
  • Must have communication and interpersonal skills with the ability to analyze, interpret and convey technical information in clear terms for non-technical staff of all business disciplines.
  • Must have project management and organizational skills with the ability to work smoothly under pressure and coordinate the activities of multiple levels of personnel.
  • Must be flexible to working occasional out-of-office and on-call hours
  • Advance skills in Microsoft Office (Word, Excel, PowerPoint)
