Director, Gas Processing

 

This Director level position is responsible for providing direction for efficient management and cost control of all functions related to PGW’s Liquefied Natural Gas (LNG) plants, metering & regulating infrastructures including administration, planning, construction, operation and maintenance. The Director’s primary responsibility is to act as department representative in strategic and financial planning processes; making determinations about hiring and discipline and recommending new ways of organizing departments to anticipate and meet new needs. In addition, the incumbent development of strategies, policies, systems and procedures for marketing/sale of LNG and related services, ensures the safe, effective, reliable and efficient operation of the company’s plant assets and integration and synchronization of departmental functions with other operating/business units to achieve company objectives in support of company’s mission. The impact of decisions may not be measurable until 6 to 12 months after decisions are made.

Responsibilities

Gas Processing Management


Develop departmental policies, procedures and practices to protect company assets, employees and surrounding public
property including but not limited to:

  • Ensuring compliance with all applicable federal and state regulations governing construction, operation and maintenance of LNG plants and natural gas facilities.
  • Ensuring safe and reliable plant operations that meet current and future demand requirements.
  • Ensuring availability of LNG peaking services for demand requirements and in support of company’s gas supply
    Strategies.

Evaluate technical analysis and recommendations on new technologies and/or plant operations and maintenance practices prepared by plant personnel or consultants for effectiveness and applicability to enhance operations safety and cost effectiveness of plant functions and consider possible consequences.


Oversee coordination of federal and/or state regulatory compliance inspections and procedural audits of LNG plants, natural gas facilities and their operations; respond to inspectors’ inquiries regarding their findings; provide testimony before various regulatory bodies on departmental budgets, construction projects and plant operations.


Evaluate current and proposed federal and state regulations applicable to LNG plants and other departmental activities; prepare and submit technical recommendations to appropriate regulatory bodies (Office of Pipeline Safety – DOT, PA Public Utility Commission, etc.) and technical and national standards organizations such as National Fire Protection Association (NFPA) and AGA on behalf of the company to amend or modify regulations as appropriate.


Participate in various company committees such as Strategic Planning, Winter Load Operations Group, corporate safety, etc. to develop new policies, practices, strategies and guidelines for corporate-wide implementation.

 

Personnel Management


Supervise managers as well as other professional and non-exempt employees responsible for the day-to-day operational planning and tasks related to the assigned area; assess subordinate needs, monitor performance, set goals, evaluates and disciplines as necessary ensuring subordinates are well equipped to meet and/or exceeds job expectations.

 

Ensure subordinate managers are properly trained and adhere to company policies, practices and procedures including safe handling, processing, shipping and distributing cryogenic, highly flammable/combustible gases and liquids at extreme pressures, collective bargaining agreement; oversee decisions made on disciplinary matters, employee grievances, and other problems with employees, supervisors, and (when applicable), union representatives.


Finance & Accounting

 

Develop policies, procedures and criteria for conducting technical and financial analytical studies to monitor and track operational and financial performance of the department; review and analyze results; implement necessary actions to ensure safe and cost-effective operation of facilities.


Oversee and guide development of departmental capital budget to ensure replacement or construction of new gas plant facilities to meet the current and future demand requirements; conduct financial and technical analysis and evaluate proposed projects for their technical, financial and operational need justifications; prepare final budget recommendations with variance explanations and metrics to the VP for submission to Finance and Executive Staff.


Other Related Functions


Maintain awareness of technical, financial and business trends in the LNG industry and the utility industry in general.


Ensure all unit projects align with PGW Strategic Plans; work with other directors to develop, monitor and maintain systems that ensure alignment throughout implementation of the project. Anticipate and identify issues inhibiting the attainment of project goals to develop and implement corrective action.


Perform other special projects and assignments as directed.

Qualifications

Bachelor’s degree in engineering specializing in mechanical, chemical, electrical or civil discipline (graduate course work in engineering and business preferred) or other related field of study.


10 to 12 years’ relevant experience working with safety and hazardous situations in relation to operations of plant equipment for processing highly flammable gases and liquids under all weather conditions in LNG facilities; 3 - 5 years in a supervisory role.


Must have knowledge of the city, state and federal regulations, codes, laws, and industry standards as they apply to the project management and total quality control of engineering projects such as (DOT, AGA, ASME, NFPA, NEC, BOCA, etc.).


Must have knowledge of maintenance and facilities planning local, state and federal regulations as they relate to the maintenance of fire protection, evacuation procedures, HVAC, plumbing, electrical and zoning standards.


Must have knowledge of general office practices including but not limited to Team Building, Strategic Planning, Relationship Management, Excellent Leadership and Resource Management.


Must have supervisory skills with the ability to create a professional and constructive environment that fosters a teamoriented and customer service approach to day-to-day operations.


Must have interpersonal/communications skills with the ability to interact effectively at all levels of the organization and maintain a high level of client trust and confidence and discuss technical information in a way that establishes rapport, persuades others and gains understanding.


Must have project management skills with the ability to effectively adapt to rapidly changing technology, work under pressure while handling multiple assignments to meet business needs.

 

Must have problem-solving skills with the ability to resolve diverse and complex business problems, identify and resolve related business requirements and risks to technology implementation for security related issues.


Must have computer skills with proficiency in the use of Microsoft Office.


Must be flexible with the ability to work out-of-hours as needed.
