Location: 5000 Summerdale Avenue, Philadelphia, PA 19124

Job is on site 5 days per week.  Eligibility for one remote day (PA resident only) and / or compressed work week after 6 months.

Responsibilities

Procurement Economic Outreach & Development Program Functions:

 

Develop, implement, administer, monitor, and evaluate policies, procedures, and practice to ensure that Tier 1 and Tier II contractors follow Philadelphia Gas Works DBE contract provisions, and such provisions are in compliance with applicable local, state, and federal laws.

 

Develop and implement DBE language and participation targets for professional and non-professional services including but not limited to construction, maintenance, repair, inspection, materials, and public works.

 

Manage the evaluation of PGW contracts professional (RFP and BVRFP) and non-professional (RFQ) services for compliance implementation, execution, and advise prime contractors and subcontractors on a wide range of contract requirements and performance issues.

 

Brief and discuss with the Director of Contracts Management and Supplier and Vice President of Supply Chain on contract compliance performance issues. Consults with internal client departments, such as Legal, Risk, and respective client departments for assistance with technical, legal, and procedural matters determining compliance and other issues.

 

Establish and maintain effective working relationships with PGW leadership, PGW’s client departments, suppliers, supplier diversity advocacy groups/affiliates, and other community groups in the implementation of various components of the Supplier Diversity Program.

 

Manage all program related processes and procedures such as verification and approval of registered suppliers, Vendor Management Procedure, Robust Reporting Plan, and the verification of any business certifications. 

 

Verify business classification types; of Tier 1 and Tier II contractors; ensure that all vendors are pre-qualified, certified, and registered as a certified vendor. 

 

Develop and prepare vendor performance documentation; conduct and preform internal audits to ensure all contract goals are met, procedures and processes are complying; prepare analytical and statistical reports for all professional and non-professional contract activities.

 

Review PGW’s capital and operating budget for forecasting of DBE participations targets for upcoming projects.

 

Attend quarterly meetings with the Department of Commerce, Office of Economic Opportunity, and Philadelphia Gas Commission.

 

Coordinate certification activities, which includes contacting all active vendors to obtain certification and re-certification certificates to ensure all certificates are complying and up to date.

 

Coordinate, manage, track, analyze, and report all statistical data for contract performance by way of PGW’s Supplier Management system B2GNow.

 

Attend and participate in all but not limited to procurement and supplier diversity outreach activities and events to educate suppliers, source for diverse and local suppliers, network, gain educational knowledge on trending best practices and activities that can be used to benchmark.

 

Perform other duties as assigned.

 

Business Development Program Functions:

 

Analyze PGW spend to identify purchase categories where there is opportunity to increase local and diverse supplier participation.

 

Identify, recruit, and select local and diverse suppliers that have the desire and ability to participate in a development program.

 

Perform capability assessment of selected suppliers to identify training and resource requirements

 

Establish a detailed development plan for selected suppliers to address training and resource requirements

 

Train selected suppliers on the vendor registration process, PGW procurement processes, and safety requirements

 

Facilitate technical training between selected suppliers and PGW departments

 

Assist selected suppliers with finding external resources related to certification, access to capital, and bonding

 

Arrange pilot projects for selected suppliers to assess their capabilities and performance.

 

Coach and provide constructive feedback to selected suppliers throughout the development process.

 

Create and maintain a list of qualified small local and diverse suppliers to include in PGW procurement opportunities.

 

Participate in outreach training and networking events to promote PGW’s supplier development and local business initiatives.

 

Perform other duties as assigned by manager/supervisor.

Qualifications

Bachelor's degree in Business Management, Industrial Management, related field of study; or Certification in Contract Management is preferred

 

Minimum 3-5 years of direct experience in the field of Supplier Development Management, Internal Customer Relationship, t, Process Design & Continuous Improvement and Communication Planning.

 

Manager/supervisory experience is preferred.

 

Ability to interpret, apply, and monitor policies regarding contract compliance.

 

Must have knowledge of national and local organizations such as the Office of Economic Opportunity (OEO); Institute for Supply Management (ISM- Philadelphia); National/Eastern Minority Supplier Development Council (N/EMSDC) of PA-NJ-DE; Women’s Business Enterprise Council East (WBEC-East) of PA-NJ-DE; Small Business Administration, and various local Chamber of Commerce.

 

Must have knowledge of Government Procurement Process, Tactical Sourcing Execution, Integrated Supply Chain Management.  Must have working experience in city, state, or federal supplier development programs preferred.

 

Must have knowledge of general office practices including but not limited to office administration, budget/accounting principles, procurement procedures, strategic planning, team building and personnel management.

 

Significant experience with diversity outreach and compliance strategies and activities to inform, engage and monitor the utilization of the local business and workforce community.

 

Must have strong analytical and problem-solving skills.

 

Excellent leadership, organizational skills, strong interpersonal skills, and communication skills (including public speaking and presentations) are required.

 

Must have a demonstrated ability to meet deadlines and work on projects to completion.

 

Proficiency in Microsoft Office Suite with emphasis in Word, Excel, PowerPoint, and Outlook.  Proficiency in various Supplier Diversity Management Systems – e.g. B2GNow, Supplier io.

 

Local candidates will be given preference.  Interview expenses are not funded. 

 

 Salary starting at $85K
